Rules and Regulations

Details
  1. Any group or person reserving a facility at the park will be expected to abide by the rules & regulations as well as to leave the area clean and in good condition.  Any abuse of the Park will result in a fee to cover the cost of the repair to return the park to its previous condition including labor.
  2. All organizations using the park for programs must provide an on-site adult supervisor who must remain on site until all youth have been picked up by a parent or guardian. It is not up to park personnel to supervise these groups after a program has finished.
  3. The park is for all to use, keep it clean, use the available trash cans, and at every opportunity please practice CARRY-IN/CARRY-OUT.
  4. In the event of an accident or injury, please notify 911 first, and then notify the Park Attendant.  
  5. In the event of accidental damage to Park facilities or grounds, please notify the Park Attendant.                                    
  6. Group picnics are allowed but we recommend reserving a pavilion to ensure availability.    
  7. Possession and consumption of all intoxicants is prohibited.
  8. Consumption of any tobacco and vapor products is prohibited.
  9. Glass containers are prohibited anywhere within the park.
  10. Food and beverages are prohibited on the sports courts: pickleball, tennis, basketball; the Spray Park, the playground, and the sandbox.
  11. Foul Language will not be tolerated.
  12. The Town of Lysander, and the Parks & Recreation Department, and its employees are not responsible for lost or stolen property.
  13. Lost and Found items are stored inside the office of the Park Attendant.  Items are not guaranteed to be found.  Found items located inside the office of the Park Attendant are stored until October 31 of each year.  After this date, all found items are delivered to the Rescue Mission.
  14. Dogs only, on a 6’ maximum length leash, are permitted.
  15. Only highway licensed vehicles are allowed in the park.  Vehicles must enter and leave the park via the main gate only.  Use the parking lots, parking on the grass is not allowed unless the park personnel instruct you to do so.  All motorized vehicles are prohibited on the sidewalks or the walking trail.
  16. To ensure the safety and enjoyable experience of all park patrons kindly refrain from the following: activities while enjoying Lysander Park: Solicitation, the use of firearms or explosive devices, Golf, the use of rockets, remote control planes or any other airborne devises and open fires.

Facility Reservation Procedures

Details
  1. All individuals or groups wanting to reserve a facility must register with the Parks and Recreation Department. Facilities are for use by reservation only.  Follow the listed procedures below to secure a facility reservation.
  2. Confirm the availability of the desired facility and date with the Parks Calendar on the Town of Lysander website.
  3. Complete and return the Reservation Application to the Lysander Parks & Recreation Office along with full payment.  Acceptable forms of payment include:
    1. Personal check, money order or certified check payable to the Town of Lysander, and mailed or delivered in-person to 8220 Loop Road; Baldwinsville, New York 13027.
    2. Credit card payable on-line via a payment link emailed after the receipt of the Reservation Application.
    3. Credit card payable in-person during business hours Monday – Friday; 9:00 AM – 4:30 PM at the Parks and Recreation Department office; 8220 Loop Road; Baldwinsville, New York 13027.
    4. Credit card payable over the telephone during business hours Monday – Friday; 9:00 AM – 4:30 PM by calling 315-635-5999.
  4. With completion of the Reservation process, the reserving party will receive:
    1. The approved Reservation Application
    2. Receipt of payment, and
    3. Lysander Park Guidelines and Procedures
  5. At the conclusion of the reservation, the Park Attendant will inspect the reserved facility to determine whether or not the facility has been returned to prior condition.

Pavilion and Community Room

Details
  1. Check in with the Park Attendant upon arrival.
  2. Items provided include: picnic tables, BBQ grills, tables & chairs, garbage containers & bags, broom & dust pan, vacuum, disinfectant/degreaser spray & paper towels, all other supplies needed must be provided by the group reserving the facility.
  3. The “group” is responsible for returning the facility to its original set-up.  Remove all food, clean off tables, chairs, sink and counters, remove decorations, chairs are to be placed on the tables, sweep all floors, pick up trash on the grounds and put the trash in receptacles etc. Picnic tables moved from under a pavilion should be returned.  The facility must be inspected prior to departure by a Park Attendant.
  4. Close and lock all windows.
  5. Propane grills may be brought into the park, but must be located outside the pavilions, or community room.
  6. All pavilion users must read and follow ALL Lysander Park Rules & Regulations. (See attached)
  7. Groups understand that they are entitled to exclusive use of the area they have reserved, but not the other park facilities, which are still open to the public.
  8. Water Balloons, Bounce Houses, Tents, Water Sprayers, Candles or any Open Flame, Tape, Nails, Tacks and Glass containers are prohibited.
  9. Caterers: Must be pre-approved by the Parks and Recreation Department, obtain a 1-day Town of Lysander Vendor Permit, possess a current permit from the Onondaga County Health Department, possess a current inspection report from the New York State Department of Health, provide a Certificate of Liability Insurance naming the Town of Lysander as additionally insured.
  10. Closing: check with Park Attendant for closing time – all groups must be picked up and ready to leave 30 minutes prior to closing.
  11. The Town of Lysander reserves the right to deny the use of any and all park facilities in the future based upon problems encountered with anyone renting or invited to a park area.

Walking/Running Trail

Details
  1. Walkers have the right of way on the path.
  2. Runners passing should first announce intention, and then pass on the left.
  3. Dogs on a leash of 6’ maximum length are permitted on the trail, but must yield to walkers and runners.
  4. All motorized and non-motorized modes of transportation are prohibited.

Details
  1. Are permitted in the park.
  2. Safety equipment such as a helmet, knee & elbow pads is recommended.
  3. Rolling on the pickleball/tennis courts, basketball court, or walking trail is prohibited.

Spray Park

Details
  1. Hours of Operation: 10:00 AM – 7:00 PM.
  2. All spray park equipment is play at your own risk.
  3. In the event of an emergency, call 911.
  4. All children must have adult supervision at all times.
  5. Swimsuits and/or appropriate attire must be worn at all times.
  6. Water shoes are encouraged.
  7. Any child wearing a diaper must wear a swim/containment diaper.
  8. We ask that you vacate the premises when there are any signs of thunder, lighting or severe weather.
  9. Be considerate of others. All participants must conduct themselves in a courteous, safe and family oriented manner.
  10. No pets allowed in the spray park area.
  11. Climbing, hanging, swinging and pulling on spray equipment is prohibited.
  12. No running and/or horseplay.
  13. The following are prohibited in the Spray Park:
    1. Glass containers
    2. Food and drink
    3. Skateboards scooters, roller blades, bikes and other riding toys
    4. Athletic equipment, water toys, water balloons or other foreign objects.
    5. Violators may be asked to leave the spray park area
  14. Groups: (Daycares, Camps, Nursery Schools, Birthday Parties, etc.)
    1. A group representative must contact the Parks & Recreation Office prior to the visit
    2. A permit is required for groups larger than 10 children
    3. Groups must have a ratio of 1 adult to every 5 children

Athletic Equipment Sign Out

Details

The park has a variety of athletic equipment and toys which may be signed out for use within Lysander Park only. The followingguidelines apply:

  1. Availability is daily except during Pop Warner Football games.
  2. You must be at least 10 years old.
  3. You must provide all required information on the sign out sheet.
  4. Any equipment borrowed must be returned to the office and your name checked off the list.  Please do not give borrowed equipment to another patron or leave it outside of the Park Attendant Office.
  5. Any abuse of equipment will be the responsibility of the borrower – which could result in a monetary or in-kind replacement.

Details

A Park Attendant is on duty daily 7:00 AM – DUSK.  They are responsible for the Health and Safety of our patrons and are authorized to stop any activity which they deem to be unsafe.  Any questions or concerns with Park Rules and Regulation should be directed to the Parks & Recreation Department at 315-635-5999.

Maintenance And Construction

Details

The Park is often undergoing repairs or construction at various times throughout the year.  Please avoid such areas.  Use extreme caution if it is necessary to approach.  Please respect and observe all signs for such areas, and respect the employees performing the work.

Basketball Court

  1. The court is available on a first come, first served basis.  Suggested court time is 1-hour.  If 1-hour has been exceeded, respectfully allow others to have their time on the court.  If no one else is waiting to play, please enjoy your court time indefinitely.
  2. Any form of activity other than basketball is prohibited.
  3. Food and beverages other than water are prohibited on the courts.
  4. Proper footwear required; Black or Hard soled shoes prohibited.
  5. The use of a court may be reserved 24-hours in advance, $15.00 per hour, through the Lysander Parks & Recreation Department; 315-635-5999.
  6. Scheduled programs, or reserved use will be posted 24-hours in advance.
  7. If assistance is needed, seek the help of a Park Attendant, call: 315-635-2661, or 315-635-5999.
  8. Hanging from the rim, or the net is prohibited.

Athletic Fields

  1. Athletic fields are available to non-organized use on a first come, first served basis.  Suggested use time is 1-hour.  If 1-hour has been exceeded, respectfully allow others to have their time on the court.  If no one else is waiting to play, please enjoy your court time indefinitely.
  2. The use of any athletic field by any organized team or association requires a reservation.  A field may be reserved 24-hours in advance, $30.00 per hour, through the Lysander Parks & Recreation Department; 315-635-5999.
  3. Scheduled programs, or reserved use will be posted 24-hours in advance.
  4. If assistance is needed, seek the help of a Park Attendant, call: 315-635-2661, or 315-635-5999.
  5. Only in extreme cases of poor conditions due to weather and use will the Parks and Recreation Department make an athletic field unavailable.
  6. Please use discretion and sound judgement when deciding to use an athletic field immediately following a weather event.

Pickleball / Tennis Court

  1. Courts are open on a first come, first served basis.  Suggested court time is 1-hour.  If 1-hour has been exceeded, respectfully allow others to have their time on the court.  If no one else is waiting to play, please enjoy your court time indefinitely.
  2. Court hours: 7:30 AM — DUSK.
  3. Proper footwear required; Black or Hard soled shoes prohibited.
  4. Courts are prohibited from any use other than Pickleball or Tennis.
  5. Children under the age of 12 must be accompanied by an adult.
  6. Any type of pet is prohibited within the fenced area.
  7. Glass containers of any kind are prohibited.
  8. Food and beverages other than water are prohibited on the courts.
  9. Please clean up after yourself.
  10. Court maintenance equipment must remain inside the fenced area.
  11. The use of a court may be reserved 24-hours in advance, $15.00 per hour, through the Lysander Parks & Recreation Department; 315-635-5999.
  12. Scheduled programs, or reserved use will be posted 24-hours in advance.
